Percy Leon Thomas is the man on the far right in this picture of 4 employees of the Tax Office located in the Federal Building otherwise known as the Post Office Building, the US Court and Post Office Building at Forsyth and Hogan in downtown Jacksonville. Percy was sworn in on October 1, 1910 as Deputy Collector of Internal Revenue in Jacksonville, Florida. During this time he studied law and became an Attorney-at-law in about 1922.
